The Throat Chakra (Vishuddhat) is the 5th chakra and runs through the neck from the lower part of the throat to the lower part of the cervical spine.  Colour -  Blue.  Elements - Fire/Water/Air (ether). 

The Throat Chakra rules communication and language needless to say an obvious matter of being able to get a point across and argue a case.
